Empiraa GPS vs ClearPoint Strategy
ClearPoint runs the scorecard. Empiraa GPS runs the strategy, your way.
ClearPoint Strategy has been building Balanced Scorecard software since 2008, with a co-founder who spent fifteen years working alongside the framework’s creators, and it has genuine depth in local government, healthcare and higher education. Empiraa GPS is framework agnostic, includes an AI strategist and has no minimum user count. Neither company publishes pricing, so this page compares fit.

Quick verdict
Choose ClearPoint Strategy
A strong fit if the Balanced Scorecard is your method and you report upward or publicly, particularly for a council, health service or university where accreditation and resident-facing reporting matter.
Choose Empiraa GPS
A strong fit if the plan crosses several teams or sites, different parts of it work differently, and you want an AI strategist and unlimited seats without a ten-user floor.
One is built around a framework. The other is built around whichever you use.
ClearPoint is a scorecard platform in the strict sense: objectives cascade into measures, measures into initiatives, and the reporting is built for organisations that have to publish progress upward or outward. Its Balanced Scorecard heritage is real rather than positioning, and its public sector depth runs to accreditation reporting and resident-facing dashboards. Empiraa GPS starts from the opposite assumption, that different parts of an organisation genuinely work differently, and supports KPIs, OKRs, Rocks and custom models in one plan with ANI working across all of it.

Feature comparison
Both hold a plan, its owners and its measures, and report on them. The differences that decide it are whether you are committed to one framework, whether you sell into the public sector, and how many people need access.

AIBoth have it · One of them has three names for it
ClearPoint has real AI capability, covering scorecard review, goal drafting, forecasting and narrative drafting. What is unclear is what it is called: "ClearPoint AI", "ClearPoint Next" and "AI Strategy Assistant" all appear on their live site with no page tying them together. That is a naming question rather than a capability one, but it matters when you are comparing quotes.

Neither of us publishes a price
ClearPoint prices on six customisable dimensions with no dollar figures attached, starting at a minimum of ten users. Empiraa GPS pricing is shared in a demo. The one structural difference worth knowing before either conversation is that GPS does not count seats at all.

Unlimited users
- Pricing shared in a 15-minute demo
- Unlimited seats, and no minimum user count
- Implementation and training included
- Built-in AI strategist included
- KPIs, OKRs, Rocks and custom frameworks
- A 30-day pilot with one leadership team
Quote only
Six customisable dimensions
- No figures published for any configuration
- Priced by user band, starting at a minimum of 10 users
- Also priced by scorecard and dashboard count
- Support level, integrations and SSO are separate dimensions
- Training and onboarding included on all plans
ClearPoint’s pricing page was read on 19 September 2026 and showed six customisable dimensions with ranges but no dollar figures, and a starting minimum of ten users. No currency or billing term is stated on it. Empiraa GPS pricing depends on the organisation and the rollout and is shared in a demo.
AI comparison
Both bring AI to the plan. One of them has three names for it.
ClearPoint’s AI is capable and covers scorecard review, goal drafting, forecasting and narrative writing. On their live site it appears as "ClearPoint AI", as part of "ClearPoint Next" and as the "AI Strategy Assistant", with no page reconciling them. ANI is one thing with one name, included on every GPS plan.
ClearPoint AI, or ClearPoint Next, or the AI Strategy Assistant
- Scorecard and exception review
- Goal and OKR drafting, measure and chart refinement
- Strategy realism and conflict analysis
- Forecasting and narrative drafting for reports
- Three names across their live site, and inclusion not published

ANI, the built-in AI strategist
- Helps build and adapt the strategy using any framework
- Identifies stalled priorities and risks
- Works across goals, KPIs, actions, meetings and progress
- Recommends what leadership should focus on next
- Included across GPS plans
Which platform fits your organisation?
Choose ClearPoint if the scorecard is the method.
If you run a Balanced Scorecard and have to report it upward to a board or outward to the public, ClearPoint is built for exactly that and has been since 2008. For a council, health service or university it adds accreditation reporting, resident-facing dashboards and a named customer base in your sector, none of which GPS has.

Choose Empiraa GPS if one framework does not fit the whole organisation.
You want KPIs in one part of the business, OKRs in another and quarterly priorities somewhere else, reported together. You want an AI strategist included rather than quoted, unlimited seats with no ten-user floor, and implementation included.
Moving from ClearPoint to Empiraa GPS
A scorecard is a good starting structure, and nothing about moving requires abandoning it.
Bring the scorecard across
Objectives, measures, initiatives and owners import as the structure GPS starts from. If the Balanced Scorecard is working for part of the organisation, it stays.
Let the other teams use their own shape
This is usually the reason for moving. Teams that were forcing their work into scorecard perspectives can run KPIs, OKRs or quarterly priorities instead, in the same plan.
Rebuild the reporting
Dashboards and the board pack from live strategy data. Note that GPS has no equivalent of embeddable public widgets, so if you publish progress to a public site, raise that early.
Run the rhythm
Check-ins, meetings and reporting on live data, with ANI flagging stalled priorities and risks before the quarterly review.
Implementation and training are included, and there is no minimum user count to reach before the numbers work.
FAQs
Not sure this comparison is fair? Ask ANI. It will tell you when the other one is the better fit.
ClearPoint’s pricing structure, sector positioning, feature set, AI naming and integrations were read from clearpointstrategy.com, its pricing, features, sector and ClearPoint AI pages and its blog on 19 September 2026. Rows marked “not found” or “not published” mean no such thing was found on their site that day, not that ClearPoint states it does not exist. Empiraa does not hold SOC 2 certification and nothing here should be read as claiming otherwise; the certification named is ClearPoint’s. ClearPoint Strategy is a trademark of its owner and is not connected to ClearPoint Neuro, an unrelated medical device company. Empiraa is not affiliated with ClearPoint Strategy.
